Create gorgeous flowers that rise from the page using a few paper strips with our easy Paper Loop Flower Craft. This delightful spring project is suitable for children of every age and produces a playful, three-dimensional result.
When you’re crafting, it’s incredible how much dimension and personality a basic paper loop can add. We’ve created many varieties of these paper loop projects since they’re such a clever way to give your creations a more lifelike appearance. They become more than a simple, flat sheet of paper.
Easy 3D Paper Flower Project
For our paper loop flowers, gather cardstock or construction paper in blue, green, yellow, plus any flower shades you prefer. You’ll also need scissors, glue, and a 2” circle paper punch.
Both cardstock and construction paper work well for forming the flower loops. Construction paper is slightly easier to keep secured, although we chose cardstock.
Supplies for the Paper Loop Flower Craft
- Cardstock – blue, green, yellow, and your preferred flower colors
- 2” circle paper punch
- Scissors
- Glue
Step-by-Step Paper Flower Craft Instructions
Start by using one complete sheet of blue cardstock as the background.
Use the 2” circle paper punch to make a circle from yellow cardstock. Don’t have a punch this size? Simply trim one by hand with scissors.
Attach the circle to the spot on the paper where you would like the flower to sit. Make one circle for every flower you plan to add.
Next, slice the paper in your chosen flower color into long strips approximately one inch wide. Divide each strip into 3 sections. We discovered that 7-8 small strips are needed for each flower.
Take one strip and spread glue over it. Curve the opposite end around to form and fasten a loop. With cardstock, keep the ends pressed together for a few seconds so the adhesive can set. Construction paper bonds more quickly.
After that, spread glue along the yellow circle’s outer edge and begin arranging the loops around it.
Keep attaching loops in a circular pattern until your flower has been formed.
Now, cut a basic stem from the green cardstock.
Make the second flower on the page by following the same instructions.
To finish, trim several long leaf shapes from the green cardstock and glue them onto both flowers.
This project certainly leaves me feeling loopy—in the most wonderful way.

Instructions
- Start with one full sheet of blue cardstock for the background.
- Create a circle from yellow cardstock using the 2” circle paper punch. If you do not own a punch this size, cut the shape out by hand with scissors.
- Place and glue the circle on the paper where you want the flower positioned. Each flower on the page requires one circle.
- Cut long strips from the paper in your selected flower color, making each one about an inch wide.
- Separate each strip into 3 pieces. For every flower, we found that 7-8 small strips work well.
- Spread glue on one strip, then curve the opposite end around and fasten it into a loop.
- Apply glue along the yellow circle’s outside edge, then begin arranging the loops around it.
- Keep gluing the loops in a round arrangement until the flower is finished.
- Cut a simple stem from the green cardstock as the next step.
- Follow the same process to create the other flower on the page.
- Finish by cutting long leaf shapes from the green cardstock and attaching them to both flowers with glue.
Notes
Either cardstock or construction paper can be used to form your flower loops. Construction paper stays together a little more easily. When working with cardstock, press the pieces together for several seconds to help the glue adhere. We chose cardstock.
